7th Encuentro invites interested participants to investigate "cultural rights" and their complex relationship to citizenship in both historical and contemporary contexts. We understand cultural rights as a juridical figure, a technology of power and an articulation that brings together multiple political demands, social subjects and modalities of citizenship. They allow us to explore the relationship between performance and politics through diverse expressive forms, analytic categories, disciplines, traditions and movements. Cultural rights necessarily invoke the State, made visible by the same citizens and institutions that it produces, and also highlight the instrumentalization of ritual, identity, protest and art. They also invite us to examine the right to identity and interculturality; the use and promotion of native languages, languages of choice and their hybrids; artistic training and access to its expressions; and the recognition, transmission and transformation of collective memory, among others. Cultural rights also bring attention to the enormous distance between juridical discourse and everyday experience and between written theory and embodied practice, and extol us to examine these tensions, antagonisms and social inequalities and the performative practice mobilized by artists, social actors and states to intervene them.

eighteen-thirty is proud to present Civic Statues Unfrozen for One Hour: Clothed Women and Unarmed Men, a night of new and thought-provoking short videos curated by Freewaves Director Anne Bray. Taking place on the eighteen-thirty rooftop, this two-channel screening will feature local and international artists ranging from India, Kazakhstan, France and Dubai. With low ambient musical sound tracks, these videos serve to investigate artists' activities within the streets of their respective countries.

Superficiality and Superexcrescence features work by Amy Adler, Rebecca Campbell, Marcelino Gonçalves, Lia Halloran, Salomón Huerta, Elliott Hundley, Kurt Kauper, Elad Lassry, Blue McRight, Joel Morrison, Kori Newkirk, Tia Pulitzer, and Catherine Sullivan. Conceived in opposition to the hard and fast interior/exterior dialectic that cultural theorists like Frederic Jameson have used to contrast the modern and postmodern eras, this exhibition offers a close examination of the work of thirteen LA-based artists who are variously committed to the notion that deep cultural meaning inhabits—as code, nuance, and implication—the outer husk of the people and objects that populate our day-to-day lives, remaking superficiality not as a condition to be resisted, but rather one to be analyzed and manipulated. For these artists, surface and substance are not opposed properties, but equally present. Accordingly, each of these artists focuses on what is latent over what is manifest, on implication over demonstration, and on faint whispers over loud, declarative statements, not with the aim of privileging appearance over essence, but rather to suggest that appearance and essence co-mingle in the surfaces that surround us to generate cultural meaning.

ArtDistrict is thrilled to present the work of multimedia artist Michael Trigilio the second week of July 2009.

Michael is a member of the Visual Art/Media faculty at UC San Diego. A 2008 Whitney Biennial participant as part of Neighborhood Public Radio, Michael's video and sound work has been exhibited nationally and internationally.

While in Boulder, Michael will explore sound as art and enable you to do the same with his synthpack workshop and public sound intervention. Learn to create your own portable electronic sound device, then take to the streets of Boulder and use those smokin' hot sythnpacks in a public sound intervention. Time and place TBA.

Then, to top if off, Michael will screen some work and touch on two major themes he explores - humor and religion - in his talk on "Sarcasm and Prayer" on Saturday, July 11th. The artist reception to follow will feature his video serial, The Ends which was recently shown at CompactSpace Gallery, LA. Additional multimedia work by Michael will also be shown along with documentation from Friday's workshop and sound intervention. Where? Atmosphere {9th & Pearl Street} When? 6-9pm. And? MUSAC presents Kyong Park. The New Silk Roads, the first show featuring the ongoing ambitious urban research project of the urbanist, theorist and activist Kyong Park, carried out through different journeys along the intricate route between Istanbul and Tokyo. With this exhibition, and the monographic publication accompanying it, MUSAC showcases and examines the complex conditions and relations shaping the cultural, social and political territories throughout the Asian continent, Eurasia and the Middle East that this activist of Korean origin describes as The New Silk Roads.

Classical Frieze is a film and selection of photographs from Eleanor Antin's recent work (2000–2009) recreating the ancient world through the screen of 19th-century neo-classical painting. Sheldon Brown: The Art and Technology of Better Virtual Worlds

Brown will describe his work to make better virtual worlds --- addressing both their computational challenges as well as their expressive affordances. This comes out of work that Brown has been doing for over a decade in creating art installations that utilize virtual reality notions and technologies to pursue conceptually complex interests with a deliberate aesthetic. As the use of virtual worlds and muti-user online gaming environments has moved historically from experiment to speculation to novel experience, technological progress has allowed the field to move from the narrowly experienced to the broadly based, creating a primed culture for meaningful virtual worlds. Their creation requires more expressive and more complex approaches then are currently employed. Solutions to this will come from more imaginative applications of emerging technologies and more imaginative approaches to virtual world semantics. Brown will present his approaches to both of these areas as addressed in the development of his Scalable City project.

FILE 10 NURBS PROTO 4KT is the title of the FILE 09 exhibition, that will be held in São Paulo, Brazil, from July 28 to August 30, 2009. This year, we have the honor to present FILE 10 -- ten years of events accomplished in the city of São Paulo, ten years of discussion on art and technology in Brazil. NURBS (Non Uniform Rational Basis Spline) is a well-known 20th century computer graphic technique for representing smooth surfaces - which according to Lev Manovich, the author of the opening text in the catalog, can become a new tool for cultural theory in the 21 century, along with other computer graphics and visualization tools. Lev Manovich will also take part in FILE Symposium and FILE LABO Workshop. PROTO, from "Protomembrane", title of the performance by the Catalan artist Marcel.lí Antúnez Roca, which will happen during the event opening, at Teatro Popular do Sesi. 4KT, the first transcontinental high-definition broadcasting of a feature film: "While the Night Doesn't Come", by the Brazilian director Beto Souza, among the cities of São Paulo (Brazil), San Diego (United States), and Yokohama (Japan).
